The recoil starter “D” washer performs 2 important functions, Firstly it secures the friction plate and causes it to stall which allows the pawls to engage with the starter basket. Secondly it provides a stable platform for the circlip which holds the entire assembly together.
Replace this with a standard washer and you are just looking for trouble.
